Project Summary
TERRAIN is more than a project – it’s a commitment to reshaping transportation in the Adriatic-Ionian Region to meet Europe’s climate goals. By fostering innovation, collaboration, and citizen involvement, TERRAIN sets the stage for climate-neutral, thriving cities where sustainable mobility isn’t just an option — it’s the new normal.
Achieving the EU Climate Mission and Green Deal goals is critical for the future of our continent. The TERRAIN project supports urban green transition by pairing four EU cities part of the ‘EU Mission: Climate-Neutral and Smart Cities’ with five IPA cities, with the aim to establish a mentorship network that supports tailored strategies for the transition to climate-neutral transportation systems.
Primary goal of TERRAIN is to help cities align with the EU’s ambitious climate neutrality targets by reducing emissions, improving transportation efficiency, and fostering urban green spaces.
How Does TERRAIN Work?
- Living Labs experience: Each city operates an interactive ‘Living Lab’ where project beneficiaries co-develop and test sustainable transport solutions together with experts, stakeholders and citizens. Within the LLs, members gather to discuss and work on common mobility plans, thus contributing to the update or development of Sustainable Urban Mobility Plans (SUMPs).
- Mentors and Mentees approach: Mentors are four experienced EU cities (Municipality of Ioannina - Greece, Comune di Bologna - Italy, Ljubljana - Slovenia, represented by the Regional Development Agency of Ljubljana Urban Region & Zagreb - Croatia, represented by Faculty of Transport and Traffic Sciences), which will share their expertise and guide the implementation of successful practices in five Western Balkans cities (Sarajevo – Bosnia and Herzegovina represented by Ministry of Traffic of Canton Sarajevo, Municipality of Berane - Montenegro, Pančevo – Serbia represented by Regional Development Agency South Banat, City of Skopje - North Macedonia and Dürres Municipality - Albania). The topics taken into considerations are: Smart and Digital Mobility, Shared and Active Mobility Solutions, Integrated Public Transport and Multimodal Solutions and Transition to Electromobility. Transnational study visits and co-design of interventions will contribute to facilitate the exchange of experiences and the advancement of urban mobility. Horizontal mentorship will be led by TERRAIN Lead partner, Centre for Research & Technology Hellas (CERTH)/Hellenic Institute of Transport (HIT), bringing on the table the latest EU experience on climate neutrality and sustainable transport.
- Collaboration Across Borders: TERRAIN operates through a series of interconnected phases involving diagnosis, co-creation, pilot action implementation, knowledge sharing and impact evaluation. Cities brainstorm and solve mobility challenges together, thus ensuring that solutions are innovative, inclusive, and tailored to local needs, with the goal of transforming urban mobility and achieving the vision of net-zero emissions.

- A Collaborative Model: The mentor-mentee dynamic and cross-city collaboration ensure no city is left behind in the transition to sustainable mobility.
